Copyright of drawings held by local planning department

Is a local authority planning department in breach of copyright etc if they offer to give you reproductions of drawings for planning applications for a charge?

There is usually a copyright disclaimer that goes with the distribution of drawings from the Planning Department, that restricts the use of the drawings to consultation purposes only.

This is the Tower Hamlets disclaimer:


Copyright Warning

Plans, drawings and materials submitted to Tower Hamlets Council are protected by the Copyrights Acts (Section 47, 1988). You may only use material that is downloaded for consultation purposes. Further copies must not be made without the prior permission of the copyright owner.


Also, it is good practice to note on each of your drawings that you retain the copyright.
